Sticking Secondary Throttle Plates

They are sticking shut in the bores. No obvious burrs, rough edges, etc. Not caused by linkage (slightly loose as desired). Tried loosening screws and re-centering plates to no avail. What is the cure?

Gently polish the bores with fine auto body sandpaper, and the edges of the throttle plates, they re-center and index the shafts, they should be fine....Cliff
