Dramatic gas mileage change

I went from 15MPG before rebuilding to 9MPG after the rebuild.  The car runs much better after the rebuild but 9MPG is unacceptable.  Others I know with the same car are getting 15 to 16 MPG with the same carb, just like I was getting before the rebuild.  How can the car run better but give me less mileage?  Any suggestions?  Thanks.
