Marine engine. Should I change my secondary metering rods?

I've got a reman. 5.7 in my 27' cruiser. I rebuilt the quadrajet with Cliff's marine kit. After sorting out some ignition problems the boat is running very good but isn't turning my prop fast enough at WOT. No misses from idle to 4K. Book says I should be making 4200-4600. Would changing my secondary metering rods help with this? Everything I read says to change the prop last. My prop is already a little undersized.
I've got 30 degrees of total advance. I tried 32 & 34 with no difference.
Other than the WOT RPM the boat is running excellent.

Might want to try some smaller metering rods. It may make more power and get the RPM's up some at full load....Cliff
