confused on Bypass im seeing any want to help me out??

Mr.Pontiac:
7028263 carb. Top has slots for bypass and the base is drlled for bypass but the body has had aluminum plugs installed in the body, why is this, be gentle on  the explanation, 61 and slow to learn, lol

Probably something a hack rebuilder(remanufacturer, more likely) did down the line. I've seen a few of them like this, or with melted lead in those areas.

The ones I've seen that never have had a screw turned on them (minimally anyways) do not have those holes filled.
