Secondary POE Restriction question

Hello everyone,
Is the "Secondary POE Restriction" the same as "the secondary accelerating system exit holes that are in the airhorn exiting under the air flaps"?
This is on page 105 in Cliffs book.
The book is awesome but not crystal clear on this one item.
This is the last piece of the puzzle and my rebuild will be complete.

Yes, the POE restriction is where the holes are exposed just above the secondary airflaps. They were located under the flaps on the Buick 455 Stage I carbs, and in line with the flaps on many Pontiac carburetors.....Cliff
