Need help with setup of working Q jet

I finally got her to idle off high idle, I found the throttle shafts were binding so I cleaned them and oiled them, now they close with the Accel pump spring.
I had the idle mixtures set to 5 turns out and was told that is too much.
It's on top of a Pontiac 326, slightly modified from stock. It's an 1980 q jet off a olds 307/350 engines, it has 39 Primary rods, 68 Jets and CV secondary rods, all the air bleeds were changed out and idle tubes too.
I turned the mixtures all the way in and it was still idling, slight change, I set them to 4 turns out.
It is idling with a slight miss and smells rich my eyes burn, I also hit the secondary upper plate open by accident and it stalled.
OK What am I doing wrong here?
I did not use a vac. gauge to set idle mixtures.
I am using full manifold vac. on the vac. adv. and timing is set to factory specs 6* BTC
The APT is set to 3 turns up.
Float is set to 5/16"

5/16" is pretty low for the float setting, move it up to 9/32-1/4" instead.
If you see any change moving the secondary airflaps, the huge secondary throttle plates aren't fully closed at idle..IE...vacuum leak....Cliff

I pulled the throttle body off and reset the throttle plates and they are sealing better, the secondaries don't stall when I open it. It still won't run at normal idle, it does run at high idle even when the choke plate is open.
I raised the float to 1/4", I have all the vacuum components disconnected except the vac. adv., the idle mixtures are set at 5-1/2 turns out and the APT screw is 3 turns up, it's a Q jet #17080260. I had to step on the gas once to get it to run.
I am at a loss where this is leaking or is it too lean for this engine?
I had 2 plugs fouled #7 & #8 and the rest where on there way to be fouled.

Could be too much timing at idle, does the carb have a ported vacuum source to run to the distributor?
68 jets and which 39 metering rods?......Cliff

yes it does have a ported vacuum source.
My timing is set to 6 deg BTC then full manifold vac adv gives me timing around 20-24 deg with it connected.
I am wondering because this was a comm. rebuilt carb it's had too many hands?
