brass tubes in top plate ?

You can tell how much I know about carbs by calling them tubes !! When I took the top off my q/jet one of the tubes was loose and stayin the bottom part . Question is ; what would that cause as far as the running of eng. ? I'm looking for things as I go that would explain why I could'nt get it to run as it should . It was one of the larger ones !!! Thanks

 If it is one of the larger tubes, I believe those are the secondary pickup tubes.
