Ok here go,s , the lingage arm, one bent one way other go,s the other , i have 4 of each. Weird.

I just had the same problem on a new rebuild.  The new spring was a tad longer, and it would slip off the pin on the shaft that opens the air valves.  A slight bend to the end of it and it was fine. 

Another possibility is the adjusting pin.  It has a slot at each end.  One is for the screw driver to apply the tension, but the slot in the other end has to engage and hold the spring.  It fits in the slot.  Make sure it is pushed all the way in before you tighten the set screw.
