 Yep. That is the retainer for the power piston. You slightly open the "notched" side and slip it over the power piston stem.

Think I should be OK, if I don't use the new one and just stick to the original?
Last thing I want to do is take the carb apart. I had to pull the power piston out once after staking, would hate to do that again.
