This is something new to me, what is it?

I am building a 68 Cadillac quadrajet for a customer, and it has this mounted on the passenger side.  I have not seen this and I have no idea what it is or does.  Anybody have any idea?

 Pretty common on '67-'68 Cadillac's. That is the A/C Idle Speed Up Control Dashpot. Also a very hard part to find, if not working.
