Wherever Cliff's book said to set them at, that's where they are. 

Gents, thanks for all the replies.  We did mess with the carb a little more.  My psuedo f-i-l even came over and checked things out (mechanic for 40+ years).  He said my carb isn't perfect, but the real problem is the timing.  Also, I do really need to find a hot air choke and the associated main shaft. 

Guess I'll be tearing back into that next.  I'll post back when I get some more results.

unless your dead set on a hot air choke go ahead and put one on . i wouldn't waste the time unless your doing a restoration or some thing . order a nice electric kit from cliff and install get set right and problems solved .imo

 This is the way to go! Stop messing with the hot air choke. Conversion is pretty straightforward. Unless your car is stock and you're trying to stay stock, I would go with an E-choke conversion. JMHO.
