Mystery part in rebuild kit

I'd like to identify a black rubber cap from my rebuild kit.
It came in a little baggy with the filter gasket+spring, AP roll pin, and some crimp-on c-clips
My attachment won't display

Turns out I'm not completely unobservant, the vent holes are cast in, no seal
It's a CA emissions model 7040511 with a charcoal canister, perhaps that's why

No 1970 Chevy Truck Quadrajets uses the idle vent kit.
