Doodad in air horn vent, what is it?

This T shaped doodad was loosely wedged in the center air vent in the air horn. What is its purpose and should I put it back in during reassembly

Many commercial remanufacturers put those in the vent. Probably to prevent people from trying to put the air cleaner stud in wrong hole.
