1970 Pontiac Q-Jet

I'm restoring a 1970, 7040263 Pontiac Q-Jet.  The correct choke pull off has 2 nipples.  One hooks to vacuum on the carburetor.  Where does the other one connect?

My guess is a vacuum delay valve
