Hard Starting when warmed up

I have a 350 Chevy with a Quadrajet and a Holly fuel pump, street version. The carb was rebuilt for this engine by Cliff and works very well. I believe my problem to be in fuel delivery. When it warms up it is hard to start, seems like a flooding situation. My question is should I install a pressure regulator and set it for 4 pounds? I am also thinking about a heat shield. There is a metal plate that GM offers or I have seen .5 inch phenolic spacers.  If I'm missing something else feel free to let me know. Also the electric choke seems to be working fine.  Thanks Ed

I have 7 pounds of pressure
