What's this part called and is it necessary?

I just realized this part is missing on a carb that I rebuilt. In my original 17056207 this part was included. In another 17056207 I picked up, it was the only thing missing.

Does it serve a critical function or was it something to help meet emissions? It is a dam with a small hole at the bottom.

Nevermind. Pretty sure Cliff answered it a while ago. I couldn't think of what the part was called. It's called an accelerator pump baffle.
