Cliff,
I found the following thread in the forum which seems to relate to my issues:

Based on this information, I think I will 1)increase the base timing to 15 degrees and 2)set the mixture screws as you describe at the end of the thread.

that doesn=t sound too awful bad. 700 rpm would be better.
have you tried experimenting with the initial advance? I think I would try bumping it up to 14* or 15* at idle.
(course you gotta watch your total advance) might help, might not. Just my .02
