Is the front vent supposed to be empty?

I'm rebuilding a 1971 pontiac q-jet and noticed that this front vent has nothing in it. It looks pretty well designed and planned to be just empty. Is something supposed to go in here or is empty correct?

Yes, this cover was empty for 1971 to 1974 Pontiac Quadrajets.
1970 Pontiac Quadrajets for California only used a float bowl vent in this cover.
