In any case, what do the flaps in the secondary bores on this gasket do, and should I just hack them off?

Looks like it's backwards.

Well, them small holes are in the front, and the big'uns in the back...

It is clear that the gasket is installed in the wrong direction.

Four holes that perfectly match the holes in the carb and manifold, except for the quarter-moon protrusion into the secondaries, and orientation of the gasket is the problem here?
