choke pull offs w/ spring and w/o spring

There are two part numbers for the choke pull off on carb 17058213.  CPA439 or CPA127

It appears to me the only difference is one has an spring and the other part number has no spring. 

Why do some choke pull offs have no spring?  How do I know what is the correct application?

GM 7045154 w/o preload spring is the correct p-o for your carb.
Aftermarket Standard Motors CPA439 replaces this.

What is the purpose of the pre-load spring?  If I were to run this carb with the pre-load spring what would happen?
