Use little clip on end of needle?

In Cliff's book he says to "discard the little clip that goes on the end of the needle"?  So, if I understand correctly, this is the clip that the needle hangs from off the float?  If so, then presumably fuel pressure is all that is needed to lift the needle and the float only pushes it down?  Is it bad to keep the clip or is there a downside?
