Started out just changing accelerator pump but i noticed the base plate is drilled .052 for bypass, top of carb. is slotted for bypass but the body looks like it had holes for bypass but they are soldered up. Should i knock solder out?? What should i do???

Most likely it's been commercially "remanufactured" at some point.  They install a "generic" calibration, which includes blocking the bypass holes in the main casting with lead plugs.

I remove all of their stuff here, and set them up like they came from the factory, with improvements....Cliff
