Title: TipIn procedure questions

I just rebuilded my carb with one of Cliffs Kits, and set the ATP screw to 3.5 turns out and the Car runs well with this setting on the first test drives.
I tried then the Tip-In procedure in Cliff's book, and now I need some help with this as I'm not sure I do it correct.

use the choke or your hand hand to partially block some of the air entering the carb
I just laid my hand over with no gap, is this correct ? or should I left a gap ?

Like explained above the rpm's increased about 350, does this mean too lean or too rich ?

wecome aboard john.when you use your hand or choke you want to just slow down a little bit of air (to richen the mixture) or pull off a vacunm hose (to lean out the fuel mixture)if you have to close the choke most of the way or  completly cover it with your hand .you are way to lean. hope his helps

OK , I tried it again...this time, the rps dropped if when partially blocked the choke,
with ATP bottomed rpm dropped,
with ATP 7 turns out rpm dropped
I unplugged the vacuum hose to the EGR valve rps dropped too. (ATP bottomed out and 7 turns out)
In all cases rpm drops about 250

So I installed larger primary rods, same result.
Cars still drives great, but it looks like I have no contole over ATP

Anyone a hint what could be wrong ?

Carburetor 17059253, 74 Jets and 0.44 Rods
On a stock olds 403 engine

Use the choke plate to richen things up.  Just tip it in slightly and see if there is an rpm change?....Cliff

When you say "slightly", do you mean halfway?  More that half?  Less than Half?  I've always wondered if I am using th e"right" procedure.  I usually use my hand to block it just enough to see a change in RPM, but I am not sure if I am doing it properly.

Close it very slowly, it will start to richen up the A/F almost immediately.  You should have the engine right at 2000-2200rpm's when making the adjustments.  You should be able to hear the engine change pitch or speed just by running the APT screw up and down, if you are within range with the jets/metering rods?.....Cliff
