Carb 17054929 is a Service Replacement carb for '74 Chevrolet 350cid/400cid/454cid, M/T. It replaced carbs 7044226, 7044526 and 7044527. The date code is the 282nd day of 1980.

Yup. Basically something you bought over the counter when your factory carb bit the dust for whatever reason.

If a service replacement carb for a 1974 application was manufactured in 1980, would it have been made to use the pre-75
longer rods or the shorter later ones? Can the earlier body run with the shorter rods and if so what would it not do correctly?

Should be pre-75 rods. Stock specs of that carb is .073" Primary Jets, 42B Primary Metering Rods, "K" Secondary Hanger and DL Secondary Metering Rods.
