I've got a 7037211 Quadrajet carb and the outer secondary shaft spring pops off once in a while and I've got to do a hard resetting in of that spring. Yesterday it popped off again and taking a good look at it I can see that my secondary's throttle shaft cut-groove in it is perpendicular up and down when the shaft plates are closed. Doing an image search on the web shows me that all the other ones I came up with have that cut-groove slit in line with the secondary throttle plates, side-to-side when the plates are closed. So, that's why I'm forcing my spring in there as it's going around too far due to the perpendicular cut-groove slit in mine. Attached is a pic to show, the secondary throttle plates are closed but the slit is almost perpendicular. Maybe all along I've had the wrong shaft? I can't see anywhere where I could adjust that cut-groove slit to put in the position that's best.

ran into the same problem about a year ago . i don't remember what it came off of. i just grabbed another one out junk pile and continued on. you got me thin
king I'm going to have to go dig it back up.thought i was nuts till i got to looking at a bunch of others.

its a little tricky the way the spring goes on. I always have to refer to my junk pile carb for reference. (thank god for extra parts lying around).

There's 2 different styles. Left is for slot inline with throttle plate the right is for perpendicular to the plate.

I just had the same problem on a new rebuild. The new spring was a tad longer, and it would slip off the pin on the shaft that opens the air valves. A slight bend to the end of it and it was fine.
Another possibility is the adjusting pin. It has a slot at each end. One is for the screw driver to apply the tension, but the slot in the other end has to engage and hold the spring. It fits in the slot. Make sure it is pushed all the way in before you tighten the set screw.
