I already have followed the choke setting procedure. when engaged, with engine cold, the flap is firmly in place and completely closed.
the play is due to the holes that are larger than the rod. is this because of the wear?
was like this also when it was new?

It was made like that. After the engine cranks the choke pull-off
takes a little bit of choke off. The slot allows the choke blade to
crack open  a little more commensurate with engine air flow.
It's kind of a balance. Very clever design.

Your video shows you´ll have to bend the rod some to keep the chokeblade fully closed when choke is fully engaged.

as you can see here, when engaged the flap is blocked.

the play come when the flap is open.

Push that counterweight/lever down and hold it. Don't let up.
That will simulate the bimetallic coil opening force when
totally warmed up Then there will still be a little bit of choke
flap looseness.The choke flap doesn't hard open it will always
rattle just a bit.
