Is the little accelerator pump shaft seal and washer for the air horn on this carb absolutely necessary?? looks to me like it might it slows down the return of the pump shaft

The only thing i have found slowing the pump action is the, by ethanol, swollen black accpump cup provided in the lesser good kits.
The pump stem seal has never been an issue, used or new.
The older units did not use it, so not really necessary.

Thanks, I guess I'd never messed with anything new enough to have it. Figured if the olderf models worked without it so would this. Actually really makes no sense to me at all to be there. Maybe to keep any dust getting on the area??

Probably an emission thing to keep a drop of gas from leaking out.

That would be my guess... seems like evaporative emissions was a big deal in that early-80s era, with charcoal filters inside air cleaner housings, etc.

One other possibility is to keep dirt from getting into the carb when used in extreme conditions.
I've been trying to figure out how to install one on older carbs for that reason, I live out in the sticks and travel dirt roads a lot.
Still haven't found a good method to install one yet though.
