Best carb set up?

Hey guys I  recently bought a Chevy small block  350/290  crate motor part number is #19172591 put in my 83 camaro I'm using headers with the A.i.r. System but I'm stuck with the stock manifold with e.g.r. (  pollution police ) so it been at least ported polished and gasket matched it's bolted up to a th400 and I got Mechanical modulator for that trans cause of the low vacuum at idle I have a holly carb on it but they are so crappy so I went out and got a use quadrajet #17085001 I'm rebuilding it to cliffs book that I bought so new throttle shaft bushing idle down tubes rebuild kit some different jets and rods etc. just not sure if I should go with his  recipe #2 or #3? engine puts out 10-12 inches of vacuum at idle 650rpm which is what the manual says it dose I was able to get it up to 13 with a carb spacer and the holly but like I said holly carbs are shoot and I just can't get it set up right so I'm scraping it as soon as I get this rebuild done any  suggestions or comments would be greatly  appreciate it thanks

I would go with receipe one, as I doubt you will need to go to #3 with that cam (222@.050").
