Bracket-Vacuum break control

I was trying to modify a bracket to fit a drop base cleaner and I broke it. It is on the carb and according the the Chilton manual page 5-8 it looks like #60 "Bracket-Vacuum break control". My questions are;

1) The part it holds seems to be is the Vacuum break diaphragm assembly, what does this do, it seems to move the plates on the rear barrels.

2) Where can I get another one for a 1973 Q-Jet?
