choke weights not falling? 80's ellectric choke.

I have a rebuilt carb with the electric choke , 80's style. This is on a cold engine using the choke. I believe I have everything set up correctly but the engine stays on fast idle until I press the pedal. I pressed the weights down by hand and it moves down a step and revs drop lower. Keep pressing and it falls to normal. I am thinking that I need to pull the choke and parts off and clean and maybe reduce the thickness of metal a little. I have had this problem for about a year where the weights dont fall on there own. cleaning , adding oil , cleaning seems to be the same. Theres seems to be some good resistance when pushing with my finger, but , If I tap the pedal they drop?  Is it the thermal coil that pushes them down?

That's normal that you have to tap the gas to get it off of fast idle.
