Accelerator Pump Malfunction?

I have a '71 Olds QJet on my '67 GTO (461 stroker, 1969 YB block). Carb is 7041251. While doing some tuning on it the other day I noticed that when opening the primaries, fuel bubbled out of two small vents on the top of the air horn, in front of the bowl vent, right in front of the choke valve wall. Is this a sign that something is wrong with my accelerator pump circuit? It appears to be delivering fuel down the primaries. I replaced the air horn gasket a few months back with supposedly the right gasket.

May have diagnosed the problem. Noticed the bowl was almost dry, added some gas, and got a strong shot in both primaries and none out of the vents (if that's what they are...)
