I know that the secondary flaps don't open unless there is a load on the engine. If I am in neutral and I blip the throttle all the way monetary, I see the flaps crack open. 1/4 inch or so. Should I see them open fully?

No they won't open fully unless you are willing to hold it WOT for about 1 1/2 seconds.
