How to block off idle air bleed (air horn)

So how do I block off the idle air bleed holes located in the air horn:  marine epoxy, brass tube insert filled with solder?  Just looking for what is easy and works.

What is the carburetor number and for what reason would you want to block off idle airbleeds in the airhorn?  They are better located there than the main casting, and much easier to modify if needed....Cliff
