Is this little black rubber part the Choke Housing Seal on 17058504?

Yes, double lip goes into the hole. Not used w/electric choke element.

OK, thanks. But why remove it for an electric choke? I know you are supposed to eliminate the cover gasket, isn't grounding made through the cover contacting the housing?

With an electric choke there is no vacuum pulled thru the housing so there is no risk dirt pulled into the housing. I´m sure Rochester saved a few bucks too, omitting this seal.
And, yes grounding the choke is made via choke housing.
