1968 GTO primaries staying full open

Started my car this morning and was raving very high, on inspection the primary is just staying open.
the divorced choke has a loose movement. was idling at 650 rpms when I parked it.
any help appreciated.

I'm on a roll this morning - You do have the throttle return spring hooked up properly, correct?
