Quadrajet secondaries don't open

On my quadrajet when I am operating the throttle with the engine idling,  the secondaries don't operate. Is this by design?

Not to Plug Cliff's stuff,, but..  :) You should get his book. It is totally step by step. And you can get cheap cores to rebuild pretty easily.
It was surprising that the Vacuum wasn't there at idle at first. But it makes sense now. The car has to be under load..

Are you referring to the throttle blades or air flap? If its the top air flap, then you can adjust the tension spring. Its in Cliffs book.
