Use the needle clip or No needle clip ?

No clip keeps the fuel from flowing out and easier starts  ......

The fuel will evoparate, not drain.
I would use the clip as intended from factory.

Some notes on using the clip on the needle. 

The clip has NOTHING to do with fuel flow into the carb or filling the bowl.

The clip lifts the needle off the seat when the carb dries up to prevent it from getting "glued" in place some any sticky residue or "varnish" left behind.

The clip for the needle absolutely MUST be custom fitted or it's NOT working as intended.  The opening is too wide and the small end too loose on the needle. 

Modify it in both areas so it actually lifts the needle instead of getting kicked sideways, binds up, and causing other issues.

Unless you have an electric fuel pump do NOT use a "windowed" fuel inlet seat.  It should be solid to help with fuel control into the bowl and to prevent any drain-back when the clip lifts the needle off the seat as the fuel in the bowl evaporates.

As a side note here I've done EXTENSIVE testing with solid and "windowed" N/S assemblies and the window variety offer no improvement whatsoever in fuel flow into the carb over the solid variety.

ALL of my rebuild kits will contain a solid fuel inlet seat with a .135" hole in it.  Other sizes are available as an upgrade at no additional cost.

Almost ALL over the counter and Internet sourced kits these days come from the same source no matter what the box it comes in says or who's supplying them.

The "blue" seal in those kits is soft silicone type rubber and will NOT hold up in any of this new fuel.  Most of the N/S assemblies in those kits are a "window" variety with a .125" hole in it, or solid with a .110" hole  in it.  Neither one is adequate for any type of high performance  use.

My rebuild kits are custom kits and exactly for your carburetor part number, so no guessing as to which gaskets to use.  They come with the solid .135" N/S assembly as mentioned and a complete accl pump assembly with a seal that is lifetime warranty in any fuel.

Below is a picture of what happens to the "blue" and "black" pump seals currently being sold by other vendors when they come into contact with modern fuel.  My seal is on the right.  I think a picture is worth 1000 words here......
