Trouble drilling/tapping primary fuel plugs

I bought Cliff's fuel plug reseal kit as it sounded easy but I'm having problems. I drilled in about 1/4" on both of them and can't seem to go any deeper, it looks like the heads of the plugs may have broken off. I did try some smaller diameter drill bits but it didn't do any good. Right now I can barely even tap any threads in there either to hold the set screws , using 10-32 tap and #29? bit that came with it. Does anybody have Any suggestions on what I can do to get the remainder of the plug out so I can seal them off ? Will a small torch work? I don't want to damage the crab so I'm trying to be careful.

Never mind it ended up having steel plugs in it and the regular drill bits couldn't cut into them.
