Choke Plate Question

Our Quadrajet has an electronic choke pull off.  Under observation it appears to be working just fine and we don't have any problems.  I do have a question, however. 

With an electronic choke pull off on the carb should I still be able to open or close the choke plate manually?  Or should it be tightly held at whatever point the pull off is at?

You can open & close it by hand. The only dif. is the choke coil is heated with an electric heating element instead of the hot air tube.

Hmmm.  I was just wondering if it was possible for the vacuum created once the engine starts to pull the plate closed and choke it off?  Wasn't sure if the spring in electronic choke should be strong enough to keep it from moving.  Thanks.
