will not idle below 1750 rpm help

restoreing 79 ta, rebuilt carb, I believe its original 17057253 403 automatic. ran before ok, motor rebuilt runs great with holley 670 but its only a run in carb for my stand. after rebuilt carb it will not idle down. the idle power valve does not have an adjustable screw to set the height of primary rods, it can travel down into mains. I have done three others and had no problems but they had a screw. I have adjusted every thing I can think of to get it down. idlescrew ,fast idle screw, choke closed,and still wont go below 1750.my float is set at 12/16 is that to high?have accelerator rod on inner hole. any help would be greatly appreciated.

Did you take the throttle plates off? Check them for alignment when they're closed by holding up to the light. Maybe the secondaries are hanging a bit.

BIG vacuum leak someplace or the throttle plates are not fully seating.  The air has to be coming from someplace to idle that fast, and the cure will not be any adjustments to the carburetor.....Cliff

got it, it was the float leval to high. lowered float to 15/32 and purs like a kitty cat.
