marine engine has a slight gargle wide open throttle

I am at least the 3rd owner of a 1992 Maxum 21' Bowrider. The boat has had a lot of "self-engineered" repairs done to it, but I got a good deal on it...
It has a 4.3l Chevy engine with a Rochester 17085008 2bbl on it. The engine runs good until I get to high rpms, (3600) and gets a gag or gargle in it... I don't think my choke is opening all the way...
Am I missing another hose on my automatic choke, and could that be my issue?

It appears to have the hot air feed connected on the choke housing to intake.  It also looks like the choke is adjusted too rich.  Loosen the choke element screws and turn counter clockwise to make sure it is full open when engine is warm.

Adjust the choke flap so it's fully open to take it OUT of the equation.

If it still bogs down at full throttle and high rpm's, it may simply be fuel delivery, or a clogged filter, pinched fuel line, or fuel pump not up to par.
