E4MC idle control

I own an ’86 Electra Wagon with an E4MC Q-jet and am having a real hard time with the idle, I was hoping someone on here may have some advice. I just installed a rebuilt unit from National Carburetor that went with out a hitch, save that it was missing the tap for the Air Control and Air Switching Solenoids. I used the plugged tap on the back of the carb (the one at the 12 o’clock position.) My problem is high idle doesn’t seem to want to disengage, and this is very apparent when shifting from drive to park. This has caused dieseling at times and I’d really like to correct it. Does anyone have any suggestions?

I get commercially "remanufactured" carbs in here WAY too often for my liking.  They are ALWAYS a complete pile of CRAP, you are lucky it works at all......Cliff
