Ok, I tried a lot of penetrating oil, heat and fabricated a flat blade screw driver to try and get this thing loose...the head is broken and buggered up now. What are the options? Can it be drilled out? Or should I just leave it as is.

I know, major rookie screw-up...

They are difficult to get out, and lots of practice and patience on them helps.
In my experience, drilling out at this point isn't a good option.  Hardened screw in aluminum is tough to drill.

i don't know what your base plate part no. is but i have a few spares laying around that I've taken the screws loose on. i might be able to help you out. the key to getting them out is getting it hot enough to loosen the locktite and a good fitting screwdriver and kind of knowing not to twist to hard if it doesn't go . fwiw

They can be drilled out but the screw is surface hardened and difficult to get the drill bit started.  I hit them pretty hard with a very sharp center punch first, and do your best to stay on center......Cliff
