wot on start up after rebuild

Well I think its a carb problem.I rebuilt a 7040268 from 1970 .I got it back from cliff and put assembled it last week.This is an all new engine.Onstart up it took the pedal from under my foot.I wanted to know if
I installed the main well bleed tubes with the wrong ones (too large ) would it do this? Yes the throttle spring is installed correctly.The only real questions I had on the assembly was the tube locations for the main well bleed tubes and secondary tubes both are large I had a set of tubes left over but they looked like the idle tubes he pulled out.
Has anyone had this problem and what was the solution.Thank you ahead of time for any feedback.

GOT CRUISE VACUUM HOOKED UP WRONG

Although it's not related to the problem(s), the longer tubes go inboard, the shorter ones outboard in the airhorn.....Cliff
