Quesiton on Drilling Idle Tubes

Got new Idle Tubes from Cliff.  When enlarging them to spec, should I drill through what looks like a restriction at the top of the tube as well as the bottom before I install them or just one or the other?  I assume I should do both, otherwise what's the point? 

 Planning on opening them up to .038.  Idle down channel is .060

The restriction to be enlarged is at bottom end of tube.
I have never seen original idle tubes for Quadrajet with restrictions at upper end.
