Yes, the Service Replacement units were always made later than production carburetors.
Since it was made for 1971 engines it has 1971 specifications.

Yes it was built in 1975.

No it doesn't take the later primary metering rods.

Since it was built as a direct replacement for a 1971 Pontiac Q-jet it will use the same rebuild parts and same length early style primary metering rods.

If you need anything for it call me at the shop.  I am familiar with what is used in it and what it needs to have in it if being used outside of the original application it was built for.......Cliff
