17057274 accelerator pump question

Looked everywhere on this carb to eliminate idle to WOT stumble. I have all Cliff's parts in it (including timed pull off, accelerator pump, .135 n/s etc).
Not having any issues in the idle/primary circuit that part is great.
No matter where I set the spring tension 1/4 all the way to 1 turn there is no change. It falls 1 to 2 seconds and jumps right up like I'd expect it to from the get go with no issues after that.
Talked to Cliff and he thought maybe it's pulling fuel out of the top vent and secondary rod holes. I blocked off the vent and still acting exactly the same.
Took it all apart to see if I could find something that sticks out.
What I did see and confused on is it appears after doing some measuring that there is about 1/32 gap between the accel pump check ball and retainer. My question is should the ball have movement or not?
The POE well restriction isn't block and everything else is spotless.
Any help or ideas would be greatly appreciated.

The checkball has to have some movement for proper action.

Thank you for that info, wasn't quite sure if it was suppose to be seated all the time.

What are the engine, drivetrain, vehicle specs?
Any spacers under the carb?
What air cleaner on top of the carb?

Pontiac 421 bored +.030, factory #13 heads, 10.3 cr, 1968 factory intake manifold, heads ported and matched to intake. 67 ram air exhaust manifolds, 2.5 exhaust out the back.
Crower 60245 cam, 248 intake 252 exhaust, lobe separation 112, intake centerline 108.
Factory hei distributor w/msd heatsink icm
12 degrees initial, mechanical all in at 30 degrees, 32 degrees total. This is where I find it the best.
Muncie m-20 4 speed, 355 limited slip.
14x3 open element air filter.
Carb parts are what you spece'd for me on the above. .073 p jets, .026 to .040 p rods, .035 n/s, your part # 130-101 sec. rods, .039 idle tubes, and set the rest to your books recipe 3.
I am very pleased with the whole setup if I could just get rid of the initial bog.
