Can't log in on my desk top says I'm banned but it fine on my laptop. Can you fix it please. Already cleared my history.

I go through this with my phone from time to time. Phone is banned but computer won't be. Then out of the blue I can sign on again with my phone.  It can be a pain, but it beats spambots posting.
