What carbs are these???

I don't recognize these carbs.  Anyone know who made 'em???  Don't look like Rochester, don't look like Holley, don't look like Carter.  I'm stumped.  Maybe foreign?

 I agree. I bet those carbs came on a Marine application. There are odd for sure.
