idle tube install

I'm rebuilding an 80 Pontiac Turbo Trans Am carb. I was able to get the old idle tubes out using the method from Cliffs book. What's the best way of getting the new tubes that come in the HP rebuild kit in? I'm trying to tap them in but they are both tight and starting to deform the upper hole. I was using an aluminum tube to tap them in and used wd40 as a lube on one but neither are going in flush. Will I need to redrill the top hole or use an awl to resize it, assuming I can get them mounted flush?

I use a small machinist hammer and drive them into place.  They have a slight interference fit but will go in without any issues....Cliff
